The Beijing government has launched an “AGI Industry Innovation Partnership Programme” in collaboration with major Chinese tech firms, including Alibaba and Baidu, to accelerate the development of artificial general intelligence (AGI) and large language models (LLMs).
The program aims to leverage the resources of these companies to advance the development and application of LLMs, focusing on areas such as computing power, data, applications, and investment.
Beijing’s plan is to implement more than 10 commercial applications of LLMs each year and foster a technologically advanced AGI industry to support the digital economy’s high-quality development. This initiative reflects China’s determination to boost AI technology and establish itself as a leader in the field, despite the export restrictions on advanced chips imposed by the US.
The program also emphasizes the need to enhance computing power supply, promote breakthroughs in chip-making processes, and encourage the utilization of chiplet technology to bridge the gap in advanced chipmaking. Beijing has been actively promoting its AI industry through policies and funding support, demonstrating its commitment to technological advancement.

Apart from Beijing, China’s leading smart cities such as Shanghai, Guangzhou, Shenzhen, and Hangzhou are also at the forefront of adopting advanced technologies such as artificial intelligence (AI), Internet of Things (IoT), big data, and cloud computing. These technologies are being integrated into various fields, including transportation, public safety, environment and manufacturing.
