Google to invest US$ 15 billion in Finland

Google has announced plans to invest € 13 billion (US$ 15 billion) in Finland between 2027 and 2028, to expand its data center and digital infrastructure in Hamina, Kajaani, Muhos and Vaala. The investment will include AI infrastructure, as well as power, battery storage and renewable energy projects. 

Google’s Hamina site is part of its global network of 43 cloud regions and the new facilities will support Google’s cloud and AI operations and services including Gemini, Search, Maps and YouTube. 

In a press release, Ruth Porat, President and Chief Investment Officer, Alphabet and Google, said, “This investment underscores Google’s commitment to grow our presence responsibly, pairing the expansion of our technical infrastructure with new energy capacity, grid enhancements, and energy affordability initiatives.”

Petteri Orpo, Prime Minister of Finland, said, “Finland is an attractive destination for investments, and attracting further investment remains a top priority. Google’s decision is a clear testament to our strengths. The value of the data economy extends far beyond direct investment into spurring innovation, research, and development. Deepening our collaboration with Google will deliver lasting benefits for both parties.”

Energy and grid

Google has signed a 22-year power purchase agreement with Fortum linked to the planned life extension of the Loviisa nuclear power plant which supplies 10 percent of Finland’s electricity.

Sari Multala, Minister of Climate and the Environment of Finland, said, “These investments are very welcome in Finland and demonstrate that it is possible to invest in AI infrastructure in a way that benefits both local communities and the broader energy system, including other energy users. A long-term agreement with an energy company helps ensure that new electricity generation capacity is developed to meet growing demand.”

Google and Fortum will also examine new electricity generation and flexibility capacity, including potential new nuclear reactors at the Loviisa site.

“Finland has a unique opportunity to turn its decarbonised, reliable electricity system and robust industrial infrastructure into a foundation for the next wave of sustainable industrial growth. Long-term partnerships like the one between Fortum and Google are essential to making that happen, especially in today’s uncertain market environment characterized by low visibility and highly volatile electricity prices,” said Markus Rauramo, President and CEO, Fortum. 

Google is also working with Fingrid and Business Finland to identify locations where new data centers can connect to existing grid infrastructure, particularly in northern Finland, where electricity production capacity is higher than demand.

Asta Sihvonen-Punkka, President and CEO, Fingrid, said, “We welcome Google’s new projects in Muhos, Kajaani and Vaala where they can grow as there is significant grid capacity for electricity consumption in the production dominated north. Our aim is to keep the costs of the growing electricity system competitive, while reducing environmental impacts, and these locations at strong grid points both help the whole electricity system and ensure cost-effective network development.”

Additional power purchase agreements with Valorem and Suomen Hyötytuuli will support 629 MW of new onshore wind capacity. Google is also working with Fingrid to allow its wind portfolio to participate in electricity grid balancing markets.

A 94 MW battery storage system near Google’s Kajaani site is expected to begin operating in late 2027 and the system will provide additional flexibility to Finland’s electricity grid.

Joni Partanen, Mayor of Kajaani, said, “Google’s investments in battery energy storage, nature conservation projects, and community partnerships demonstrate a clear, ongoing commitment to Kajaani. This decision underscores our region’s position as an emerging leader in sustainable digital infrastructure and the data economy.”

Kimmo Hinno, Town Manager of Muhos, said, “This is a landmark moment for the Muhos municipality. The Google project not only represents a significant investment but also strengthens our position as a location for future growth, innovation, and sustainable development.”

In Vaala, the investment will add to the municipality’s industrial and energy activity. Minna Kärkkäinen, Mayor of Vaala, said, “Google’s investment decision is very important for the Municipality of Vaala. It will help diversify local businesses and services. Vaala is located at a key point in Finland’s main electricity grid, which makes it an attractive location for industry and energy projects.”

Other programs will fund solar and heat-pump installations for low-income households, energy-efficiency upgrades to municipal buildings, improved lighting for recreational trails and backup power for local emergency, health and water services.

AI and connectivity

Google’s data centers require new telecommunications infrastructure connectivity which will be provided by Elisa.

Nokia will also work with Google on the networks connecting the infrastructure as Justin Hotard, President and CEO of Nokia, said, “Every AI token is a network moment. Nokia builds those networks and with Google we’re co-innovating to deliver Optical and IP networks that move intelligence faster, farther and securely.”

Google has operated in Finland for more than 15 years. In 2009 the company bought a former paper mill in Hamina and converted it into a data center. From 2023 to 2025, the Hamina operation worked with more than 600 Finnish suppliers involved in construction, operations and network infrastructure.
