Telecom and internet service providers in the Philippines expressed their support for Executive Order (EO) 32, issued on July 5, 2023, which simplifies the process of acquiring government permits for the construction of telecommunications and internet infrastructure.
This development, praised by industry leaders, is expected to accelerate the nation’s digitization efforts and promote transparency and efficiency within relevant government agencies.
Philippine President Ferdinand “Bongbong” Marcos Jr. signed EO 32, regarded as a significant step towards advancing digital transformation in the country.
EO 32 introduces streamlined guidelines for obtaining permits, licenses, and certificates related to the construction, installation, repair, operation, and maintenance of various telecommunications and internet infrastructure, including shared passive telecommunications tower infrastructure, poles, aerial and underground cables, ground terminals, and transmission facilities.
The order aims to facilitate the continuous development of the country’s digital infrastructure by eliminating redundant processes.
According to the EO, apart from the building permit issued by the Office of the Building Official and the Height Clearance Permit from the Civil Aviation Authority of the Philippines (Caap) for structures within Caap Critical Areas or exceeding 50 meters in height above ground elevation, no additional national or local permits or clearances will be necessary for the construction, installation, repair, operation, and maintenance of telecommunications and internet infrastructure.
However, certain requirements, such as homeowners associations and other community clearances, clearances from other government agencies if applicable, and obligations dictated by the Constitution and existing laws, are still to be fulfilled.
The Philippine Government has been catching up with other countries in terms of Digitalization. In March, the president welcomed the proposed establishment of hyperscale data centers in Luzon.
Moreover, the government has also been adopting cloud technology to be able to deliver quality services to Filipinos and to achieve better governance.
