HUMAIN, an artificial intelligence company owned by Saudi Arabia’s Public Investment Fund (PIF), and DataVolt, a Saudi Arabia-based large-scale data center infrastructure developer, owner and operator, have announced a preliminary framework agreement with Nebius, an AI cloud company, for data center capacity at Oxagon, NEOM’s advanced industrial city on Saudi Arabia’s Red Sea coast.

Readers would recall that in August this year, HUMAIN and DataVolt had announced an expanded partnership to develop 100 MW of the 360 MW AI-ready data center at Oxagon. Under the proposed framework, Nebius would become an anchor customer for the planned AI giga campus, with the contemplated offtake representing up to 50 MW, which is half of the initial 100 MW currently under construction as part of the first phase’s planned 360 MW.

The Nebius agreement was signed on the sidelines of NVIDIA’s GTC Berlin conference. The proposed capacity allocation is expected to become operational in phases from Q4 2027.

“The real measure of AI infrastructure is not how much capacity you build, but the demand you can secure and the value you can deliver,” said Tareq Amin, CEO, HUMAIN. “Advancing our commercial relationship with Nebius as our first customer is a significant milestone for HUMAIN and a clear demonstration of the international demand for the infrastructure we are developing.”

“Speed to market and infrastructure cost competitiveness will define the winners in the global AI compute race,” said Rajit Nanda, CEO, DataVolt. “At Oxagon, we are building at scale, with a clear focus on delivering highly competitive infrastructure costs. By combining Saudi Arabia’s energy advantages with disciplined execution, we are helping create a platform for the Kingdom to compete globally in AI compute, not just as an energy powerhouse, but as an exporter of digital capacity.”

“The agreement between HUMAIN, DataVolt and Nebius reflects growing global demand for AI ready infrastructure and NEOM’s role in enabling advanced industries,” said Eng. Aiman Al-Mudaifer, MD & CEO, NEOM. “This partnership demonstrates how NEOM is translating its strategic priorities into tangible opportunities that deliver lasting economic impact.”

Oxagon aims to position itself as an advanced industrial ecosystem that offers the potential to combine low latency digital connectivity, developed land and scalable energy within a purpose-built environment, enabling it to support large-scale AI infrastructure serving customers across global markets. The campus is designed to support AI workloads, with Nebius expected to deploy NVIDIA-powered computing infrastructure under the agreement to meet growing demand for its AI cloud.
