Green Horizon receives planning approval for first Norwegian Data Center

Green Horizon, a Norwegian digital infrastructure developer, has received planning approval for Norway 1, its first data center project, clearing the way for final design work and construction. The development is expected to require an investment of approximately €300 million (US$ 346 million) and construction is scheduled to begin later in 2026. 

According to a press release, Norway 1 is planned with 36 MW of power capacity and will be built to Tier III standards with liquid-cooling readiness. The facility is intended to support AI, GPU and high-performance computing workloads. It represents the first phase of Green Horizon’s broader data center platform which has secured 96 MW of power across three planned facilities. 

Richard Rettedal, CEO, Green Horizon, said, “Securing planning approval for Norway 1 marks a major milestone for Green Horizon and for our ambition to build Norway’s AI data center platform. Norway 1 is designed to deliver high-density infrastructure powered by renewable hydropower, with heat reuse enabled by design — supporting both lower-cost operation and a lower operational footprint.”

The concept has been technically validated and approved by the local municipality while the project incorporates heat-reuse measures, with excess heat expected to be supplied to a new greenhouse integrated into the data center design and to a large neighbouring greenhouse. The facility is designed to achieve a power usage effectiveness (PUE) of 1.1 at full load. The company cited Norway’s renewable hydropower resources, competitive electricity prices and cool climate as factors supporting lower operating costs.

The facility will be located near Stavanger on Norway’s southwest coast. Designed as a carrier- and cloud-neutral data center, Norway 1 will support connectivity to the UK, mainland Europe and North America. The development will include two Meet Me Rooms and multiple network providers to support redundancy and interconnection requirements. The zoning site was previously secured and approved with a ready-for-service date targeted in the second half of 2027.
