Tillman Global Holdings, a US-based holding company focused on creating, operating and investing in telecommunications and energy infrastructure, has signed a Memorandum of Understanding (MoU) with the Government of the southern Indian state of Andhra Pradesh to develop a 300 MW hyperscale data center campus in Visakhapatnam with a proposed investment of Rs 15,000 crore.

This announcement comes around the same time as Digital Connexion’s MoU with the same state government to build an AI-native, purpose-built 1 GW data center, spread over 400 acres of land in Vishakhapatnam, at an investment of approximately US$ 11 billion.

Business World reported that Tillman’s data center project, titled TDGAP1, would be spread over 40 acres of land, and that the MoU sets a framework for the project to be delivered in a time-bound manner in 12 months.

While Tillman Global Holdings will provide the investment, technology, planning and critical equipment for the project, the Telangana government will reportedly oversee land allotments, incentives, and other facilitation measures.

“Andhra Pradesh offers a compelling combination of coastal connectivity, progressive governance, and a rapidly expanding digital economy,” Sachit Ahuja, Co-President, Tillman Global Holdings told Business World. “With TDGAP1, we aim to build a world-class 300 MW campus in Visakhapatnam that anchors long-term digital infrastructure, creates high-quality jobs, and catalyses a broader ecosystem of services and innovation. We value the State’s facilitation through APEDB and look forward to executing this project in a time-bound manner.”

Nara Lokesh, Minister for IT, Electronics & HRD, Government of Andhra Pradesh, told the publication, “The proposed Rs 15,000 crore investment by Tillman Global Holdings will strengthen our digital backbone, generate direct and indirect employment for our youth, and attract allied investments across energy, networks, cloud, and services,” Lokesh said. “The Government will facilitate within policy to ensure swift, transparent progress.”

Readers would recall that in January this year, Tillman had signed a similar agreement with the neighbouring state of Telangana during the World Economic Forum (WEF) at Davos.
