Dr. Dao Dinh Kha

Mr. Dao Dinh Kha received an outstanding Bachelor’s degree of Applied Mathematics at Kisinhop National University (Former Soviet Union) in 1987. From 1987 to 1998, Mr. Kha worked at the Institute of Computational Science and Control, the Institute of Information and Techonology (Vietnam Academy of Science), then the National Program on IT Vietnam (IT2000). He received Master and Techonology Doctor’s degree of Information Science at Nara Academy Institute of Science and Techonology (NAIST, Japan) in 2001 and 2004. From April 2004 to March 2005, he worked at the IT Center of Nagoya University as a Post-Doctoral researcher in a project under the COE Program for smart integration of multimedia information for social information infrastructure.
In August 2005, Mr. Dao Dinh Kha joined the IT Application Department, Ministry of Posts and Telecommunications (now the Ministry of Information and Communications) as Deputy Head of Information Resource Development Division. From June 2008 to June 2015, he was the Director of the National Digital Signature Certification Center and then the National Electronic Authentication Center. During this time, the public electronic authentication system uses digital signatures, with the National Root CA managed by the Ministry of Information and Communications, which has been formed and developed to provide wide digital signature authentication services to people and enterprises, contributing to reform administrative procedures as well as promoting e-commerce. From June 2015, Mr. Kha held the position of Director General of IT Department, a unit of the Ministry of Information and Communications, in charge of IT development policies in general and IT industry.
