Meta, Softbank-led consortium to build 8,000km subsea cable from Japan to Southeast Asia

Meta, SoftBank Corp., IPS Inc., TM Technology Services Sdn. Bhd., PT XLSmart Telecom Sejahtera Tbk, and NEC Corporation are collaborating to develop the Candle submarine cable system, a 24-fiber pair, 8,000 km submarine cable system connecting Japan, Taiwan, the Philippines, Indonesia, Malaysia, and Singapore, according to the companies’ joint statement yesterday.

Scheduled to begin operations in 2028, the cable system will be one of the first in the Asia-Pacific region to use a 24-fiber pair cable, to support infrastructure expansion and secure redundant routes to meet the increasing demand for data communications driven by 5G and AI. A 24-fiber pair (FP) configuration offers greater capacity and lower latency than many existing submarine cable systems.

The construction of Candle will be carried out by the supplier, NEC Corporation.

In the Philippines, Candle will connect to the international submarine Cable Landing Station (CLS) in Baler, on the east coast of Luzon Island. The CLS, constructed and operated by IPS Inc, is one of Asia’s most advanced landing stations, and will also function as a gateway to the Philippine Domestic Submarine Cable Network (PDSCN), the largest fiber-optic network in the Philippines.
