He achieved his postgraduate degree from the same university and same study area in the year 1989 and ranked 1^st Class 1st. Later in 2003, he was awarded Australia Awards Scholarship (AUSAID) to complete his second Masters in Information Technology from the Flinders University of South Australia. He joined in Bangladesh Civil Service as Assistant Secretary in 20 December, 1989. In his service tenure, he successfully served in various capacities in different Ministries and field administration. His immediate past posting was as Project Director in “IV Tier National Data Centre (4TDC)” Project under Information and Communication Technology Division. Ms. Sultana Afroz

Honourable Secretary and CEO | PPP Authority - Prime Minister's Office - Government of Bangladesh

Ms. Sultana Afroz, Secretary to the Government of Bangladesh, joined the Public Private Partnership Authority (PPPA) as CEO on 15th April, 2020. She joined the Bangladesh Civil Service, Administration Cadre in December 1989. Prior to her current assignment she worked as Additional Secretary and Chief of United Nations Wing at Economic Relations Division (ERD) in the Ministry of Finance. She served as a diplomat (Economic Counsellor) in the Bangladesh Embassy, Rome and was also Alternate Permanent Representative of Bangladesh to the Rome based UN Agencies i.e. FAO, IFAD & WFP. During her tenure in Rome she was elected member in the FAO Programme Committee securing highest number of votes in the Asia Region at the 138th Session of FAO Council in 2009 and also in 142nd Session of 2011 for two terms. Bangladesh for the first time was elected in this important FAO governing body of United Nations and became the Vice Chair of the Committee.

Ms. Afroz was an Executive Board Director of International Fund for Agricultural Development (IFAD). She also served as Charge d’affaires in Bangladesh Embassy Rome, Italy.

Ms. Afroz served in various capacities in the field administration and different ministries of the government which include Ministry of Public Administration, Ministry of Finance, Ministry of Food & Disaster Management, Ministry of Women & Children Affairs, and Ministry of Primary & Mass Education. She was a core group member of the Government of Bangladesh Private Sector Development Project (PSD) to promote development of the private sector in Bangladesh.

She was Consultant at Small Scale Water Sector Development Project (SSWSDP) financed by Asian Development Bank on lien and worked as Programme Officer at the Center for Applied Policy Research (CAPRE) funded by Ford Foundation and Management Development Unit (MDU) administered by the World Bank and UNFPA at the beginning of her career.

She obtained a Master’s degree in Public Administration from the Kennedy School of Government (KSG), Harvard University, USA in 1996. She did her MSS and BSS (Honors) in Sociology from University of Dhaka.
