As early as 1998, Hong Kong established a Digital 21 Strategy. Since then, the city has developed an impressive information and communication technology (ICT) ecosystem, with over 93 per cent household penetration of broadband, and nearly 100,000 people working in the industry, statistics from South China Morning Post show.
More recently, the region launched the Smart City Blueprint in 2017, committing over HK$900 million (US$116 million) to digital infrastructure, and a Smart City Blueprint 2.0 last year.
