Amazon to invest €33.7B in Spain for AI, cloud expansion and infrastructure

Amazon Web Services (AWS) plans to invest €33.7 billion (US$ 39.8 billion) in Spain to expand data center and cloud infrastructure for artificial intelligence and computing services across Europe. AWS is also pursuing a long-term partnership with OpenAI, including plans to invest US $50 billion, though details of the collaboration were not fully disclosed.

The investment plan was announced at the Mobile World Congress 2026 in Barcelona, where Government officials met with Amazon representatives including Spain’s digital policy minister Óscar López, prime minister Pedro Sánchez, Amazon legal affairs chief David Zapolsky, and country manager Ruth Díaz. 

In a press release, AWS revealed that the new investment adds €18 billion (US$ 21 billion) to a previously announced €15.7 billion (US$ 18 billion) commitment from 2024. The total planned investment in the Amazon Web Services Europe (Spain) region in Aragón is projected to contribute €31.7 billion (US$ 36 billion) to Spain’s GDP through 2035. Data infrastructure development is expected to extend across all three provinces of Aragón, it is the first technology company planning data center campuses in Teruel, along with new facilities in Huesca and Zaragoza, aiming to broaden cloud access and economic opportunities across the region.

Andy Jassy, CEO, AWS, said, “We’re supporting Europe’s digital capabilities and expanding cloud and AI infrastructure that businesses and organizations are already using to grow and innovate.”

David Zapolsky, Senior Vice President, General Counsel, and Secretary of Amazon, AWS, said, “As Amazon marks 15 years in Spain, this new infrastructure investment reinforces our long-term commitment and will be pivotal for the country’s digital and economic future.”

In agriculture, AWS-powered analytics are being applied to irrigation management with smart irrigation tools using 50–100 environmental data signals that have helped reduce water use by up to 50 percent, saving about 93 million liters annually.

The infrastructure expansion will be powered partly by renewable energy as AWS aims to reach net-zero carbon emissions by 2040 and is investing in 100 solar and wind projects across Spain. In Aragón, data center electricity consumption has been matched with 100 percent renewable energy since 2022.

Data center water management is also a priority, with AWS pursuing a water-positive goal by 2030. The company is funding five water projects in Aragón worth €17.2 million (US$ 20 million), including leak detection in aging pipelines, agricultural water optimization using AI, and flood management systems near Zaragoza and Huesca.

Since launching its Spanish infrastructure operations in 2011, AWS has invested more than €20 billion (US$ 23 billion) in the country across logistics, retail, cloud computing, and community programs. The Aragón region is becoming a European digital technology hub, with local public and private organizations using AWS cloud services, including Telefónica, BBVA, Iberia, Indra, Iberdrola, Mapfre, and several Spanish research and public institutions.
